should I make a move

There's this guy I have a crush on. We began to hang out with each other once a week lately, and last night we cuddled while watching TV. It was really nice just to cuddle, but I couldn't stop thinking about kissing him. Is it okay for me to kiss him first, or should I wait till he does it? Is there anything I can do to help him to do it?
