It sounds like she may be waiting for someone else to return back to where you live or something of that nature with the whole "waiting 2 months" thing. I find it hard to believe that in 2 weeks she couldn't find a couple of hours in one of those days to make time for you though.

Maybe just wait it out and take it as a casual thing until she makes the next move.
